Incentives for Buyers

The Environmental Quality Incentives Program (EQIP) statewide funding pool for manure transfer is operated by the Natural Resources Conservation Service (NRCS) and continuous signups are conducted at local NRCS field offices in the Eastern Half of Oklahoma. To be eligible, litter must originate from a Scenic River or Nutrient Limited Watershed and be applied outside of these watersheds. Applicants must NOT have purchased or applied animal manure on their land for the past 3 years. The program pays up to $0.13/ton/mile. Oklahoma State Tax Credit: A second incentive for buyers is a tax credit of $5.00 per ton of litter purchased and transported, to be credited against the buyer's Oklahoma State income tax. Litter must originate from Oklahoma Nutrient Limited Watersheds and be applied outside of those watersheds. If the tax credit exceeds an individual's income tax due, the unused credit may be carried over for up to 5 years. The Oklahoma Tax Commission has included the Poultry Litter Tax Credit on form #511CR, "Schedule for Other Credits" for filing with the 2007 state income tax return. The Oklahoma Conservation Commission Litter Transfer Program is a third incentive for buyers. Litter must originate from either the Eucha/Spavinaw or Illinois River Watershed and must be applied outside of Nutrient Limited Watersheds, Scenic Rivers Watersheds or Nutrient Vulnerable Groundwaters. Applicants are eligible to receive a subsidy up to $8/ton, based on a rate of $0.05 /ton/mile.
